Is it possible to reduce the brightness of an application's window?

This program seems to have made a semi-transparent full-screen window, so can this window follow a specific window so that it supports specific software to darken it?
Full-screen dimming can be achieved by the programs that come with windows, but there is basically no program that supports it when dimming specific windows.

I really want such a functional program, can I make it out? ?
