Update emission database with the latest EEA Guidebook 2019

Hi there!

Any plans to update this local EmissionCalculatorLib to the latest EEA guidebook 2019? It looks like EEA now releases the dataset as a CSV file that can easily be parsed. The relevant data would be for "Road transport; XXX", such as "Road transport; heavy duty vehicles".
