Корректно сформированный POST-запрос без Content-Type у файла не считывается

Если у блока Multipart form-data в блоке файла нет второй строки с мета-данными (с полем Content-Type), то запрос просто не проходит (поле file отсутствует)

Надо прочитать RFC и посмотреть есть ли обязанность (MUST) присутствия этого поля.
Скорее всего дело в formidable (если по RFC не стоит модификатора необходимости), но возможно проблема в коде .Net (если модификатор НЕОБХОДИМОСТИ имеется)
