Strong sign the NuGet assembly

I'm using this library in my VSTO ClickOnce project, but the lack of a strong name prevents me from being able to permanently migrate my project to PackageReference (https://developercommunity.visualstudio.com/content/problem/342184/cannot-use-packagereference-in-excel-net-add-in-pr.html). There are actually some other issues as well but this is the first stop along the way.

Supposedly libraries like this should be strong signed: https://stackoverflow.com/questions/15459816/third-party-dll-does-not-have-strong-name

Please strong sign the NuGet package.

OutOfMemoryException

The following code throws a OutOfMemoryException:
