recaptcha and plugin on/off not working

I have reCaptcha turned off in the plugin (and also the off button for the plugin itself), but it is still solving reCaptcha (with audio) so I'm getting 2 solves deducted from my free plan. The only way to stop the solving is to deactivate the plugin. I'm using FF Developer Edition.
