You may or may not know that practically any mobile phone with a browser since approx 2010 supports HTML5/Javascript in varying degrees. The usual Dev approach is to target a specific year and possibly platforms for backwards compatibility and based on that configure your testing and code. Depending on the web frameworks you decide to use when writing your website code, there are also a number of javascript based libraries which will automatically insert code on the fly to support various detected browsers.

You should also know that it's the entire combined capabilities of HTML5, CSS3 and Javascript that provides the foundation for all so-called "HTML5" websites.

So, just asking for an HTML5 capable phone isn't likely going to satisfy your Project objectives.
