Bulk change country

Currently the search is very naive, it needs to be improved, likely by using PG search features.

0- Configure settings accordingly (the easiest is to keep the default ENTRY_TAGS and define DATABASES to use sqlite)
1- Create a virtualenv virtualenv -p python3.11 ~/.virtualenvs/cgem
2- source ~/.virtualenvs/cgem/bin/activate
3- pip install -U pip -r requirements.txt
4- python manage.py runserver 0.0.0.0:8000

For development:
5- pip install -U -r requirements-devel.txt
6- python manage.py test

When loading expenses from a file, ensure the loading is an atomic transaction.
