Something like "swapfc_path1=" and so on. The first one will always get used for location if there is space, otherwise move on. But if a location doesn't exist try another set location but don't halt the system if no swap can be set up.

@ShapeShifter499, that will create more problems then it solve.

i.e. swapfc working by assumption, where, which and what name used to place swap file.
For support several location, currently, that need much more complicated code.

So, i don't like that idea at all, and that will unlikely be implemented by 'me', before i rewrite systemd-swap on python, or other more powerful language.

You can try your self at that, if you wish.

I'll close this as I went with a different solution instead. What I ended up doing is setting a small swap on all of the storage devices I wanted to use swap with then set the swap priority in order of which I wanted to be used. I also set 'nofail' in my fstab to allow my Raspberry Pi to boot in the event that one of those storage devices fails to mount. vm.swappiness is set to 1 so that swap isn't used unless it's really needed.
