Context

Now GH supports the creation of a /profile/README.md file which serves as the main profile file for the org.

Once we have our design/identity defined it would be worth adding such file

As a newcomer I want to have a top-level file with the following info"

• main repos to keep tabs on
• governance items
• how to contribute/interact with the project

Once #2 is completed, we need to add a GH workflow to sync the templates across the org

Describe the bug

Blank issue cannot be created. On the "New Issue" page there is an option for "(maintainers only) - Blank issue". It links to https://github.com/nebari-dev/nebari/issues/new/. However this redirects to https://github.com/nebari-dev/nebari/issues/new/choose, i.e. our starting point. Thus, it is currently impossible to open an issue without using a template.

Being able to open blank issues
