This is using KSP 23.5 on Linux, which may be part of the problem; the log doesn't reveal anything useful.
This was done using Near Future Propulsion; I attached one the radial LiquidHydrogen tanks to be used by a magnetoplasmadynamic thruster. Engineer and mechjeb don't register it (no dV changes, only weight, cost, TWR etc. go up), however, if I go to launch, the fuel is quite available, indicating that CrossFeedEnabler is working properly. Stack mounted hydrogen tanks function have dV calculated normally.

The obvious work-around would be add some fuel lines during construction; unfortunately, the radial hydrogen tanks cannot be used for attachable surfaces without cfg editing.
