Для применения твиков достаточно скачать этот архив, достать файлик AutoUnattend.xml и положить ее на корень флешки или ISO образа с Windows 11 как показано на скриншоте ниже.

Но предупрежду что Windows 11 может работать не стабильно, всё на свой страх и риск.

This is an auto-configuration file that includes registry tweaks for WinPE 11, to ignore the requirements of the TPM module and new processors, and Secure Boot when installing Windows 11.
