Two things to update in TaxRule:
Make all TaxRule properties read-only.
Allow no-tax case - TaxRule returning no Value on some conditions.

• register rule
• set default rule

Registry should allow to match multiple rules too, not only first found.

Things to consider:

• rule order/priority

Fix tax value type in TaxRule.cs, should be decimal.

Add/move samples to separate project
