Ohhh! So, the solution is to uncomment the line DEBUG = TEMPLATE_DEBUG = True in L39 of settings/local.py. Now I can get the localdev running just fine. I should've read the README installation instructions more carefully line by line.
Maybe it would be more helpful for new contributors if this local.py came with all the crucial settings uncommented in the first place?

Now I'm getting this error: #76 GAH. 😠
UPDATE: I fixed the problem by changing out the CACHE setting in local.py according to comments from my previous issue: #66
