Pull file name out of file path for S3 upload
Currently args.filename is the path to the local file, and that same path is used to upload to S3. Only the file name (without the full path) should be used for the S3 destination.
Fails on CSVs with CR line terminators
Can work around this by converting to CRLF line terminators, but ideally csv2redshift would figure this out automatically.
Give more useful error messages on failures to parse CSV
