Versions are noted inside the .ini file in order to make it clear what version of StepMania the translation is based on. For example: if a file contains "# Version: 4.5.8 Alpha Rev 2", it means it was made for Stepmania 5.3 Alpha 4.5.8.

"Rev" stands for revision. This is meant to help determine when the file was released. Rev 1 files are always bundled with their respective StepMania version by default. If it's labeled as Rev 2 (or higher), then it means they've been released after their corresponding version, and requires manual installation (except if a hotfix patch was launched, then it will include the latest revision at the time).
