I know that syspatch drops to _syspatch, but it took some digging in OpenBSD's pkg_add source to find that pkg_add et al drop to _pkgfetch. I know ports are always struggling with the shortage of user IDs below 1000, so while I'm definitely not sure, I'd guess that it'd be fine for me to just drop privileges to_pkgfetch too.

I've added a new unpriv_ftp() function which drops privileges to _pkgfetch while executing ftp. That should be safer, as long as black helicopters don't take me away for using the _pkgfetch user.
