Add diagnostic: zos about mom6 HOT 6 CLOSED

This is effective sea level height and removes the effects of sea ice depression on the eta field - i.e. the inverse barometer effect.

fluxes%p_surf contains the pressure felt by the ocean, while %p_surf_full is the full weight of ice/atmosphere. The difference is due to "clipping". I believe that CMIP "pso" corresponds to fluxes%p_surf.

This is the "dynamic sea level" detailed in Section 3.2.7 in Griffies et al (2015) CMIP6 document.

We do not include the sea level pressure from the atmosphere in the p_surf. That is fine, and accords with CMIP6 request.

Best location to add this is in src/core/MOM.F90 near SSH.
