refactor tests to be nearby implementations e.g:

src/rules/inline/link.ts
src/rules/inline/link.test.ts

instead of:

src/rules/inline/link.ts
__tests__/rules/inline/link.ts

plenty of tests are omitted

before disabling them i check that we do not break semantics.

yet i need to make snapshots of that, to ensure that future changes are not gonna break existing behaviour(see if it starts happening).
