We should remember to document the new DPM processing in ESTA. To make sure users can see clearly how to use the new DPM functionality.

After it is completed, of course.

I removed the by_region logic from ESTA, as it was no longer used in the post-dtim life of the model. I believe this will mostly affect the user's guide.

To save space, I have added region boxes for each GAI/County to ESTA. They set the I/J grid cell bounding boxes for each region.

So these are the only thing that will need to be updated if you want to run ESTA on a different grid.

As such, they should be documented more than they currently are. Along with some step-by-step for generating them for a new grid.

Document the Heavy-Duty, Medium, and Light-Duty mapping that comes default (for on-road) in ESTA.
