• Add new cat for Category
• Add test for Opticals

This library has some complex features which need to describe the behavior, limitation and conditiion. Attaching types of the function or constant is not enough to explain them. So we should add the documentation comment and docs website.

Fortunately, there is a proposal to standardlize the doc comments, TSDoc. According to TSDoc introduction, it seems that typedoc is appropriate to generating our docs of our project.

For convenience of using a Monad with Cat, we will need to make Cat as a monad transformer CatT.

Creates a new type class MonadError, the throwable monad with features like anyhow library.
