ModuleNotFoundError: No module named '_pywrap_tensorflow_internal'

i runned the pip install -r requirements.txt , python setup.py build_ext --inplace
without any error .
but while running python vehicle_detection.py , i'm getting some import issues i'll attach the screenshots
please help me out i'm trying it from 2days

pip install -r requirements.txt not run properly -->errror occurs which sub-process exited while backend dependency is run.What can I do sir? Thanks in advance.

I got the dataset and annotations. But annotations in xml file. How it convert into yolo format. I searched a lot. But I didn't get. Can you help me
