we should probably review these rules for the extensions. All don't really fit to a "ranking" system (e.g. you make it, I break it).
Some rules are very subjectives as well, we might want to refine with more automatic metric.

here are some other ideas:
- is documentation page (wiki) populated
- are screenshots being uploaded, are tutorials being uploaded (same idea of: "how complete your profile is" on linkedin)
- count how many tests are written, how many are passing, failing (extract that info from cdash ?)
- how many bugs are entered in mantis in relation to the extension ? how many crash, feature, ...

I associated this issue to the second milestone, we need to further refine which metric we want to associated to an extension. As mentioned during the last meeting, the Slicer community will have to be consulted.
