Electrum Support

Add in API for talking to electrum. Create optional library that use is able to include at will. Most likely not to be seen in the 1.0.0 release.

Unit Tests

Create unit test to ensure function integrity throughout versions. Expected to be finished and rolled into 1.0.0

Version Checking

Check version of bitcoind user is running before executing commands to make sure the user does not experience an unexpected error.
