Prototype implementation of Sage wrappers for FLINT generic rings

inlining in cython

I just noticed a NOTE in element_flint_generic.pyx about FlintElement.ctx(). It is perfectly fine to do inlining in Cython but the code must be contained in the pxd file (otherwise the inlining is irrelevant), see for example geometry/polyhedron/combinatorial_polyhedron/base.pxd in sage source code.
