Implement JNI/C binding for DS_Version() Function

The DS_Version() as currently implemented only prints to stdout. Instead we want to return the version string into Java and print it out there to get some familiarity with returning values from native client functions.

  • Implement Java wrapper
  • Figure out how to return primitive values from C code to Java
  • Implement C wrapper (might need to make this cpp instead)

Use a makefile to build targets

Add a makefile to make it easier to build the JNI and C wrappers

  • Build JNI header file
  • Build C wrapper. Include necessary dirs and link necessary libs
  • Verify success of build using the same test command you've been using to output the version number for the DeepSpeech library
