It would be nice to handle touch scroll on mobile devices
Currently this library always blocks page scroll for a targeted element. I think it'd be a good to have the option to only do this when the targeted element is in a scrollable state (eg. has hit it's overflow boundary).
I feel this would be useful in things like a textarea.
Currently, scrolling at relatively high speeds (for example standard scroll settings on the Logitech G300 mouse, or middle-click scrolling) often results in the scrollable element being scrolled too high or too low.
This means that parts of the scrollable element become invisible, and the elements underneath become visible.
Would you consider something like an option to set maxScrollSpeed? #5
