Move dnaio to its own organization about dnaio HOT 2 CLOSED

Depends on what looks nicer on the paper. Functionally I do not feel very strongly. I think it is best if it remains at the same organization as cutadapt, for visibility. In fact https://github.com/cutadapt/dnaio would advertise more strongly what dnaio is about as its design is quite heavily influenced by what sort of input and functions are useful for cutadapt.

But then I can imagine that moving cutadapt to its own organization at this point in time is a bit late to the party and may cause some confusion.
