Custom resource creation fails when domain was previously verified manually
I had a case in the stack where I manually verified the domain before using CDK and this verifier.
The verifiers creation of records failed as these records already exited under the hosted zone, so the change was rejected by Route53.
As the records verification and DKIM records are always same for the same domain, it would be probably best to always 'UPSERT' the records in the hosted zone.
Note the updates might be broken in the same way, as the update when changed relies on onCreate function.
