BUG: Over-specified services will lead to unpredictable defaults

This service will need to be broken up into object/shape sepecific services with the correct parameters for each type of obstacle. E.g. a box should not have a radius, and a cylinder should not have a length and width.

These changes will also need to be propagated in the services that use these messages. Minimizing the copy/paste of boiler plate is ideal.
CI/CD to ensure all containers build.
Everything in erobs/docker should at the bare minimum build. The to-be-deprecated externalities that depend on source install should not be included in CI/CD because they take hours.
