How to decide which kind of program should be used in which situation?

Maybe this is more general, not just .NET Core but also other kinds of programs too?

Unlike old-style .NET projects, new SDK projects have to be dotnet published before dependency binaries get copied to the output directory and the output program/library actually becomes usable.

This has to be done individually for each project-framework combination. Frameworks are listed in <TargetFramework> or <TargetFrameworks> elements in .csprojs.

Especially for running at the workspace level, where the commands should be run in order one repository at a time.
