We are playing on 1.15.2 and when the Server has displayed all the messages we entered, he will not display them again, we have to restart the server before he displays the messages again.

Non-OPs can't use the color format in chat.json

To Reproduce
Steps to reproduce the behavior:

1. Go to "chat.json"
2. Add "&" color codes.
3. Save to server.
4. Restart server.
5. De-op self.
6. Chat.

Expected behavior
Non-ops should be able to use color format.

Versions

• Ma Chat: 1.4.1
• Forge: Whatever Latest for 1.14.4 is.

What should be added or changed?

Make links posted in chat clickable, you can use https://github.com/MinecraftForge/MinecraftForge/blob/1.15.x/src/main/java/net/minecraftforge/common/ForgeHooks.java#L465

Why should this be done?

so you can click links posted by players to open them

When configuring the configuration using the Russian language in the messages, rules and MOTD in the chat shows the wrong characters. It seems that the mod does not support Cyrillic.
