Install Memcached for php 7

The global luya script runs index.php with provided command line arguments. The problem arises with import command and seems being related to working directory. Only "Project" and "Development" block-groups are imported.

I've debugged this by placing getcwd() output in BlockImporter near "Unable to process block definition". Attaching output below. It seems the code tries is_file($block) related to public_html dir.

Using /app/vendor/bin/luya in global luya instead of /app/public_html/index.php works fine.
