Separate base.scss and layout.scss in several files.

The goal is having a more maintainable code (and improve reuse).

Disqus is loading a lot of files, causing performance issues.

The main goal is to remove disqus and all dependencies.

When opening and closing left nav-bar, a scroll bar in x-coordinate shows up and vanishes.

The need is to avoid the scroll bar to appear.

Upgrade ssri or upgrade webpack and other related dependencies.

Change all texts mentioning data science and change to dev.
