I'm not sure if it's a jolla problem, but in the same session I was able to install the wikipedia app and not the sailtuner.

Tried closing store and opening. Rebuilt the app registry. No dice.

Could there be a problem with the packages?

Open the tuner, swipe to the right page. The icon shown should be a play and not a pause since no sound is being played.

There is no aarch64 build for this application in the Jolla store.
I have built it for this architecture and uploaded it to OpenRepos:
