update: fix mysql problem; updated weapons_english.cfg for the updated skins :)

1. support different skin and knife for different team;
2. support apply different weapon skin (eg. ak use deagle skin);
3. cvar "sm_weapons_enable_paints" to disable up weapon
4. support random knife;
5. drop knife🔪 can pick up;
6. input to set float (higher accuracy);
