Is there any way to use this in a project?

I've been interested in Commodore 64 development for a while, not for any practical reason other than I just want to idk.
I've been learning BASIC, because assembly is fun and idk if any C compiler would work (not that I'd really enjoy using C anyway).

I found this on one of my random impulse web searches, and it looks very interesting, however I have no idea how I'd be able to install or use it. Ruby is a language I get along with way better than BASIC, since it's more similar to other languages I use in other projects. Is there a way I could try this out?
