This is the counterpart to openHPI/codeharbor#4

Goal:

• dedicated controller action for POST located at /codeharbour (open for discussion)
• consumes request body containing an XML according to ProFormA specification
• imports meta data (title, description) and sets up dummy relations to any other models just to pass validations for now (should be execution environment only)

Import all files as "regular_file"s
Exception: attributes comment="main" and class="template" will set the role to "main_file"

This includes

• test file content, name, extension, role (not a regular file), hidden (true)
• framework specification

- [ ] rename "Consumers" to "LTI Consumers" (I'm leaning towards keeping it the way it is because "CodeHarbor Link" does not clash with "Consumers")

• add menu entry to navigation
• CRUD OAuth2 acccesses
• add translations #1
• each user has many CodeHarborLinks
