We should considering adding a way to disable a shipping option, so it's never selectable by customers. Sort of like an "unpublish".

Alternatively, add a validity criterion that always returns false, to deactivate a shipping option.

A workaround that generally works, right now, is to set a criterion that cannot succeed, for example that an option is only for carts with a negative total

An user that does not have the "EditContent" Permission should be able to edit Hierarchies and Territories as long as they have the specific "Manage" permissions from the Territories feature.

Currently, even adding the Securable flag to those ContentTypes and using that permission seems to fail.

We should add a flag to deactivate shipping options so they are not available for customers. Sort of like an "unpublish" of a shipping option.

Alternatively, a validity criterion that is "added" to always disable a shipping option.

/Nwazet.Commerce/ShippingAdmin?pageSize=0

should show all methods, but it shows none.
