Have client now simulating that, but sounds better to actually send the packet and then simulate on the server that it never got the packet. This is so that the client will try sending them again.

As of now the client is just "skipping" those packets and going right to handling a timeout. This would allow the client to act normally and always send, and then let the server decide if dropping is appropriate for the simulation. Plus this can be added in the options added for RFC 3347 as part of an OACK packet so only the client has program arguments.
