GetDefaultIISExpressPath recommend

Create a safe handler for properly end the process

In order to always kill the process, even if dispose method was not called, it's necessary to create a safe handler for IIS Express process.

This is necessary for not let a open process if a test has an unexpected end in a build environment, for example.

The idea is when the test runner, or the process that started the IIS Express process get to the end, the IIS Express process automatically shuts.

Check if process is running before killing

For some reason I just started getting the following error in my test suite tear down method.

No idea why/how the IIS process is terminating before it hits dispose but wonder if it would be a good idea anyways to check if the process is still running before killing it? If so, I can submit a PR.
