Add debug dip switch options for Games

find a source of data for soft dip settings for all NeoGeo games
The book currently doesnt provide any information regarding the Soft dip settings for the games (ex: to change difficulty settings, duration of rounds in fighting games, etc). This would be super valuable for the players to get this info from the book.
After a quick search I havent found an easy source of info. On the net we can find PDF scans of the soft dip settings that are provided with MVS cardriges... mayve someone or MAME have this out of the box in a structured manner...
Otherwise let's build this...
additional metadata & better graphical elements for each game (genre, type, sizes, platforms, ...)
crediting MAME command.dat communities + finding the best files to use
crediting opensource software properly
tune the command.dat integration UI.
after the prototype print, the commands display is really horrible...
translation checks: ENGLISH
check that all texts are available in proper language

versionning of PDF
crediting various indirect sources, platforms & contributors which made medias available on the net
metadata for games boots/hacks
- eventually isolate key Hacks in dedicated pages, like it is for KoF2004
