Codierungsfehler
Die Kodierungen wie quoted-printable, 7bit, 8bit beachtet der Bot, ist Konversion nach UTF-8 für die Telegram API falsch. Der Bot konvergiert einfach von UTF-8 nach UTF-8 (mit substitute 0xFFFD) und ignoriert die Header der Mails.
Hier korrekt konvergieren. Entweder aus Mail-Header lesen:

Den (nicht öffentlichen) Test 12 korrekt übertragen.
