A constante WIN32_LEAN_AND_MEAN foi introduzida para remover headers dentro do arquivo windows.h diminuindo o seu tamanho e aumentando a velocidade de compilação. Para obter mais detalhes de quais headers são removidos, basta verificar o arquivo windows.h e procurar pela constante WIN32_LEAN_AND_MEAN.
Além disso, a constante remove diversos warnings no processo de compilação.
