Add block-page check

For DNS-based block-pages:

  • On completed requests, use DNS filtering detection methods described in "Characterizing Web Censorship Worldwide: Another Look at the OpenNet Initiative Data" (Gill et al.)

For HTTP-based block-pages:

  • On completed requests, send an HTTP request to a neutral site (currently http://foobar.com in HTTP test) and check if HTTP body altered

Improve DNS filtering check

Currently, the DNS filtering check is error-prone when load-balancing is present. Try to adopt technique outlined in "Characterizing Web Censorship Worldwide: Another Look at the OpenNet Initiative Data" (Gill et al.) by analyzing existing datasets (OONI, ONI, etc.).
