Adding this line to plugins/pythonshell/CMakeLists.txt fixes this problem for MinGW but a more platform independent solution is necessary.

I want a way to add peripherals such as interrupt controllers, UARTs or other components.

These components would be accessed via defined addresses in the address space used by the processor. It seems natural to implement the access by introducing an address decoder for this purpose. Maybe the infrastructure of the service system can be used for this.

Instead of using CPPUnit and mockunit, move all tests over to GTest/GMock

Depending on the operating system the settings file (procsim.rc) should be stored in the corresponding user home directory, i.e. either /home/ or somewhere below C:/Documents and Settings .....

think about a way to convert these into a dependency injection structure

A logging.cfg file is provided with the sources. However it should not be necessary to have a logging.cfg in a deployed application and the simulator should at least stop gracefully when it is missing.
