create an API system for modules to access APIs of other modules about cardinal HOT 3 CLOSED

This may be as easy as creating an api.py for each plugin, and loading it up in the cardinal instance. This way things could be accessed like this:

cardinal.api['user'].is_owner('whoami')
# Or
cardinal.api.user.is_owner('whoami')

I prefer the latter syntax though I'll have to look at how easy each will be to setup.

I think I'd rather have commands within the plugins.py have a switch for API, for example:

def is_owner(self, user):
    # ...
is_owner.api_access = True

This would make it easy to convert some functions which already exist, such as is_owner() from the admin plugin.
