  • step 1: 사회보장 폐지 및 예산의 효율적 조정으로부터의 재원 확보
  • step 2: 환경오염의 부정적 외부효과를 오염자에게 내부화하는 명목의 탄소세 부과로 재원 확보
  • step 3: 추후 탄소 중립 상황을 가정하여 기본소득 재원으로서의 탄소배당금을 완전 대체할 목적세 신설

본 연구는 2019 가계동향조사를 사용하여 분석하였음
