Check openness before merging PRs

So I accidently merged a PR just now by doing this:

"prepare" a comment but don't comment
Click "Close and comment"
Click delete branch
Tutter merged your commit

In general I think the expected behavior is that if the PR is closed you can't merge it.

Add support for !close

Add the ability to close PRs with enough 👎s

Merging is not allowed when a not required status check fails

GitHub has added support for "required" vs "not required" status checks. It would be nice if there was an option to have this tutter action merge even when a "not required" status check fails.

Allow newline after "!merge"

Currently !merge is not recognized if the command is followed by a newline or carriage return + newline

Support for -2 "Do not merge"

It would be nice if tutter had some concept of -2 (aka Gerrit's "Do not merge") for changes which are dangerous and thus should not be automatically merged. Perhaps 💩 ? :)
