Convert DBF values for each feature into a row in a CSV.

Add feature bbox values to CSV too.

Per https://tools.ietf.org/html/rfc7946#section-5, each feature can have its own bbox.

Run Travis against PRs.

Each feature becomes a row. Each property becomes a column. Add bbox values as columns, too.

To eliminate extra download steps of pulling down a file (often into memory), writing it to the file system and then immediately re-loading it into memory for Geomancer to convert, it would be convenient if Geomancer could operate on a file stream directly.
