Our first attempt to separate the controllers wasn't 100% successful (though it was rad). So we should combine back to one controller again.

This is for testing purposes only. (No capybaras were harmed in the making of this issue.)

I'm starting with this one because:

1. a City only has a name
2. the cities need to be imported before the stations can be because of the 'city_id' attribute on the stations
